We are seeking a CDBG Grant Analyst with Labor Standards Experience to join our client’s consulting team. This role is responsible for managing federal grant funds and ensuring compliance with federal, state, and local regulations, with a particular focus on labor standards. Key projects include those funded by Community Development Block Grants (CDBG). This role requires a strong background in Davis-Bacon and Related Acts (DBRA), HUD Section 3 compliance, and experience working in community development or public administration. This position is onsite, with the option for remote work considered for exceptional candidates outside the local area.
Key Responsibilities
- Ensure labor standards compliance on federally funded projects, including adherence to DBRA and HUD Section 3 requirements.
- Conduct labor interviews, wage rate evaluations, and site inspections to verify compliance with prevailing wage laws.
- Review certified payrolls for accuracy and resolve discrepancies to maintain compliance.
- Provide training and technical assistance to contractors and stakeholders on labor standards.
- Act as the primary contact for labor standards inquiries and compliance best practices.
- Prepare and submit required CDBG and labor standards reports, including performance and wage compliance documentation.
- Develop and implement procedures for the Labor Standards Compliance Program.
- Oversee and manage assigned federal and state-funded projects in alignment with community development goals.
- Assist in preparing grant applications, budgets, and supporting documents.
- Coordinate with community organizations, municipal departments, and external partners on project planning and implementation.
Requirements
- Bachelor’s degree in public administration, urban planning, business administration, or related field
- Advanced certifications in labor standards compliance preferred.
- Minimum of 3-5 years in labor standards compliance and grant administration experience.
- Knowledge of DBRA, HUD Section 3 regulations, and prevailing wage requirements.
- Experience with federally funded project compliance and familiarity with HUD IDIS.
- Strong analytical, organizational, and communication skills; ability to manage multiple projects.
- Proficiency in grant management software and Microsoft Office Suite.
Compensation
- $60,000 – $70,000
